To my understanding, In online system, You need to declare the scores you received in all the 4 tests. Also test taken date and certificate number while submitting the online application .

Hard copy to be given when you receive the document check list

IELTS score has to be less than 2 years old at the time of application submission online via MON project.

If you have already submitted application without IELTS results , then you can take it now and send test results to MIDI. This will help you if you are falling short by few points due to new rules.

You guys here are all pretty dumb. Quebec is a waste of time anyways, most autistic people in Canada live there. Montreal is nice, but not enough to put up with all the bullshit you see in that province.
I created my application in Mon Project Quebec in the last quarter of 2016. Noticed it would take a hell lot of time, and applied for my refund. They refunded me last month.
Best thing I have ever done, on the fast track with Express Entry now Also moved to Western Canada, you cannot apply for EE in Quebec.

How did you get a refund??? I'm planning to apply for Express Entry too since this racist province is a nightmare.
