He can obtain a TRV to "visit" you in Canada, then get married. File for spousal inland application (takes 12 months) + Open Work Permit (takes 4 months). He has to maintain legal status until the visa is issued, he would then need to apply extension of his TRV online.

Other option is file spousal outland, it could take less than 12 months but he won't be able to work.
