Just got contacted my Ottawa and now they are asking for my police certificates for Iraq and Kosovo. The problem is while in Kosovo I was serving with the US Army and when I told them this they said they need something stating I was there and discharged honorably. On top of this I explained that while working in Iraq I was there as a US Military contractor and never left the base. In fact every time I flew in and out of Iraq I went only to US military airfields and never went through Iraqi customs or immigration. Now I am worried that I am going to get denied after paying the RPF because of this.

I just got this back after explaining the situation with working in Iraq.

Mr *******, the onus is on you to provide the requested documents. I will expect an
effort made on your part to provide the requested documents within the time
allowed.

Of course they ask for this after I paid my $490. I think I am going to ask my Wife and my Mother-in-Law to contact their MP regarding the arrogant nature of these people.

If it is possible, get a letter from the person that was in charge while you were there? They can explain the situation(no customs/immigrattion proof of being there).

Any reasonable attempts made by you (emails to your boss/head officer asking for a letter) will give them what they want. Even offer the contact information to the VO so they can call and confirm what your saying is true?

I do not know if it is feasible for you to do that(privacy/security issues). I am only offering a plausible solution.

Thanks, just really frustrated as I tried to explain the working situation there. There was nothing secret squirrel we just literally fly from Kuwait to Iraq and stayed on base. I am going to try and contact my old employer to see if they can provide some information regarding this as you suggested. I do have old copies of my LOA that states what I was doing there so I am going to write back the Case Officer in Ottawa and see if that will work.

I know, it is a very stressful process to begin with. Then every pebble that we stumble on seems to be a boulder too high or wide to cross. Frustrating as heck. Try and get anything together, as it shows your intentions to get what they wanted.

Thanks again, I just sent them a copy of my Letter of Authorization which clearly dates my time working in Iraq from 06-10. Also reiterated that the Iraqi Government has no record of me being in country. Hopefully that appeases what they are asking for.

Just remembered one key piece of information that may help with this and had to explain in yet another email. While serving in Kosovo and working in Iraq I was subject to the US Military Code of Justice. Any incident would have been filed under my FBI criminal record check. Hopefully the Case Officer understands this.

they're doing their job, and it's your responsibility to provide information about your whereabouts - you're asking to move to Canada, so you have to prove that your criminal record is clean. The fact that they asked to pay the RPRF is a good sign - they're about to finalise your application. If you get denied, (I don't think you will, but in case), you will get the RPRF back, so it's OK for them to ask - you won't loose money.

Send all the documents that you mentioned here - and it should be OK. You have to show that you have tried getting them as much info as possible. I did that when I went to work in a country where I could not get a police record, and explained the situation and provided the proofs that I had tried, and it worked.
