New Instructions from IRCC for applications before 7th Sep 2021

Hi Guys. I read all 160 pages here. Last year I used an agent to apply for my mom's Supervisa (my dad passed away on the 1st Sep 2020).. considering our mood we used an agent. What a mistake! (I cannot ever really see my application status through the login on GCKey.. it loops me out every single time! - even when I remove the cookies on the browser)
Application through GCKey : 5th Oct 2020
Biometric Letter: 23rd Nov 2020
Biometric done: 11th Aug 2021 (as VFS was closed due to Covid and we couldn't book an appointment)
Then we waited and waited and I called IRCC numerous times and got all kinds of reply - some agents said 'reapply' some said 'No, wait'
I sent a webform on 17th Nov and received a generic response that just beats around the bush but doesn't give a clear simple answer.
Now I will reapply through the portal. I am a PR residing in Canada.
I am following all your cases, secretly hoping you all (and me too) get the visa processed sooner than later.

Biometrics were done twice?
Or is there a way to link biometrics which is done for account application to portal application?
I applied on July 21.... But planning to apply again in the coming few days on the portal. Did you apply via portal? What reason did you give for TRV as an already SP/WP holder? I didn't find that criteria in the options.
I used reuniting with family member residing temporarily. In the explanation, I have uploaded a letter explaining my situation

Yes. Biometrics were done as a part of the first application, and in the second one, we declared that the bio had been done already. So, one does not need to re-do biometrics.
Finally got ppr
Timeline:
First application (GCkey): Aug 31st
Second application (portal): Oct 14
First application withdrawn: Nov 22nd
BVL&PPR: Nov25th
Finally got PPR for my sister!!!!
First application was submitted on July 14, GCKey.
Second application submitted on portal: Oct 12
GCKey application withdrawn: Nov 22
BVL and PPR: Today (Nov 25)
Applied from Nigeria, VO in Nairobi, Kenya!
