Gotta love headlines designed to scare. New Rules could cost taxpayers 21b.
Well the new rules won't but apparently that might be the cost over the lifetime of people that are approved. Of course that is totally different from the headline.....and doesn't take into account any of the taxes that will be paid by the sponsors and people coming over.
