New immigration program for temporary workers

As long as their work permit is still approved on the refugee status and the work permit states that
This document DOES NOT CONFER TEMPORARY RESIDENT STATUS.
they are not qualified.
This program is only for Temporary foreign worker,
international sstudent and
Temporary visitors.
Not for pending or failed refugee claimants

Why do temporary visitors qualify if they are not allowed to work? Just asking as I don’t understand why they qualify.

My brother received his NOD today and there was no recording. He was given a positive decision on the day of his hearing. It came in a brown envelope with his NOD and papers to apply for CSQ since he is based in QC. He needs the CSQ to apply for health card and PR. It took 3 weeks to get his NOD.

Not for vistor’s visa but those with work permit (pgwp,closed wp) and those with study permit as long as they are eligible.
