Yes, but only for applications received after 27/02/08 and the priority list has not been released.

Does that date represent the date that the sponsorship application and the pr application arrive at the 'sponsorship' processing location or the 'outland' pr application processing locations?

"received" at the processing center. check the application form and you will see a space left for official use...that space must be stamped by the officer that opened your application with the date of receipt. so it is when received.
 
It means faster processing for those who have the skills that are currently in high demand in Canada...

...that is, of course, when those applications have started being processed.
 
KayCee2 is right. When the backlog is cleared and you have a skill that is in short supply in canada, then you get processed very very fast. Common skill holders will remain at the back of the line. This is pure business and it makes sense and it is fair that we know the rule.
