the immigration minister doesnt have anytin to do with speed of application, thousands of people all over the world are applying to every posible means to immigrate to canada at all cost, so it will surelly be slow, provincial nominees are already full, express entry full, even cic self if full with documents and files, the main reasont thats making canada immigration slow is that, they will check all ur documents and trace it, they will check everytin starting with ur certificates, bank acccount statement, ur employment, ur police report, ur medical, etc so they will check everytin, cos they have a database of those stuffs, so they dont want anybody that is not qyalified to immigrate to there country, thats y d whole process is slow
