New immigration caps impact to existing PRs

Hello ,

I have been approved as a PR since Sept 2022 . I did a soft landing from the US (here on H1B) into Canada via land border back in 2022. I did not get to apply for my PR card since I only did a soft landing and went back to the US due to lease commitments, etc . I plan to move permanently in 2025 spring .
1. Does the new immigration levels plan and cap (2025-2027) impact my ability to move and settle in Canada ? Or does it only apply to new PR applicants?
2. Should I make a brief visit via a land border to Canada and apply for my PR card in the next few weeks before I make a permanent move ?

Any help is appreciated, thank you !
