New Immigrants Investment Opportunies

Are recently migrated high skilled workers eligible for investment in Canada? Or, are they only allowed to work on their respective NOC fields ?

If investment can be made, what kind of opportunities exists in Canada for some with very less funding? Any recently migrated immigrants has tried this path (rather than looking for jobs in respective field ?)

What would be the suggestions ?
