Arranged Employment
Previously, employers have applied for an Arranged Employment Opinion (AEO) from Human Resources Skills Development Canada when they wished to hire a foreign national on a permanent, full-time basis and support their employee’s application for permanent residence through the FSWP.
Starting on May 4, 2013, CIC will no longer accept AEOs in support of an FSWP application. Instead, most offers of arranged employment will require a Labour Market Opinion.

What is a Labour Market Opinion?
A Labour Market Opinion (LMO) is a document that an employer in Canada may need to get before hiring a foreign worker.
A positive LMO will show that there is a need for a foreign worker to fill the job and that no Canadian worker can do the job. A positive LMO is sometimes called a Confirmation letter.
Your proposed employer must contact Human Resources and Skills Development Canada (HRSDC). HRSDC will provide details on the LMO application process.
In some cases, you may not need a LMO to apply for a work permit.

Basically of the AE you had needs to undergo LMO. If the job can be filled by Canadian citizens then your employer can't hire you.
