New English Requirements Introduced for Canadian Immigrants

Citizenship and Immigration Minister Jason Kenney announced that everyone wishing to migrate to Canada must undergo through an English Skill Proficiency examination, regardless of whether or not English is the applicant’s native tongue.
The Department of Citizenship and Immigration states that the implementation of the aforementioned requirement would help create an independently administered test that helps prevent fraud and ensure a fair and transparent evaluation method.
Critics, however, have argued that the test is unnecessary for those applicants whose native tongue is English or those who have professional qualifications for the language as it creates hassle and an unwanted additional cost. Although the $280 test, which was introduced last month, has come under heavy criticism, the CIC stands firmly behind this decision. "We felt that going through a language test option was the most fair, transparent, objective, consistent and accurate way to evaluate different applicants' language skills" stated a CIC spokeswoman.
A Canadian lawyer, however, has already launched a case to challenge the new requirements in the Federal Court system.
