4 weeks delay between DM and PPR is not uncommon.
There is nothing much he can do expect sending emails to NDVO for expedited PPR and calling CIC customer care and requesting them to nudge Visa Officer for PPR.

I received my PPR email yesterday from NDVO. They have asked me to inform about any change in circumstances. My wife is pregnant and we expect our baby in mid may 2018. Can anybody suggest how can i inform them of this change and what is the possible way forward. Our medicals expire in April 2018.

First of all congratulations a lot dear ravisantosh for the DM and PPR.
I think, in your case it is not a change in your family status.
However I would strongly recommend you to contact the VFS Office regarding this issue and If you can then please visit the VFS Office alone to consult the same thing with the officials.

Documents submitted :: 31 Aug 2017
File approved by NDVO visa officer and ready for PPR :: 15 Nov 2017 (i know this from GCMS notes i received in dec 2017)
PPR email :: 31 jan 2018.

Anybody submitted passport for stamping to NDVO after receipt of ppr recently ? How much time is it taking for passport to come back ?
One of my friend submitted his passport last week at VFS Office and he got the SMS from their side on Thursday that by Saturday (today) or by Monday he will get his passports.
Have your another issue been sorted out (the issue about pregnancy)?
