New Delhi visa office - delay in study permit visa - January 2016

Hi all

I applied online for my study permit (PhD) on Nov 11, 2015. The present online status says I passed the medical test on Nov 14. They asked for my Masters degree on Dec 9 which I uploaded on Dec 10th, the status for it says "Provided". No other communication nor updates from the visa office since then. I made two case based enquiry, one said no further update and other went unanswered.

My plan is to travel to Quebec on January 4th, 2016 as I have to register before Jan 11 at the university. so a little worried about this delay.
Would love to get an opinion from you all on the reasons of this delay and what I can do at this juncture?

My suggestion, don't make any travel plans - that's what CIC told me- you can't predict when they will issued your visa, even with fixed class start date.

I see some comments in other threads that they issue visa in the next week in bulk (prior to the Christmas holidays). Could that be true?

I wish this was true . I have been asked to appear for a medical check up inspire of getting myself medically checked even before submitting the application and attaching the proof for the same .
