I feel that they are making decisions on the basis of the file submission ...because when we check the processing time at CIC website it says 10 months from the date of submission of full application .
There is a possiblity that they are reviewing the appications on the basis of xfer and giving decision on the basis of document submission ..

Actually CIO Sydney puts a BFD of 120 days from the date they send you an AOR. Now on the BFD, the VO evaluates your application for minimum eligibility & then puts another BFD for further processing. So the relativity of time comes only after 120 days of AOR. Now it depends how good your submission is... the better it is the sooner it will be processed. Once an applicant submits full documents, the VO only checks for completeness & then gives a second AOR. The file is first reviewed only on the BFD date (i.e. 120 from the date of 1st AOR).
That is why the file transfer date becomes relevant for us, since it is linked to the first AOR.
