Have you asked for GCMS notes or involve MP.
Ask your MP to help. There will be something missing in your file or something might be pending which MP can help you

MP is your member of parliament. MPs cannot change a decision that CIC has made and they cannot speed up the processing of your application. Where MPs can sometimes be useful is if the processing time of your application has significantly exceeded normal processing times. In these cases they can help by inquiring why the application has exceeded normal processing times. But again, they can't change a CIC decision and they can't speed up the processing of an application.
An MP in India isn't going to be able to help at all and there's absolutely no point getting them involved. You need to contact your MP in Canada. If you are being sponsored by your spouse then you should contact the MP responsible for the area where your spouse lives. There is no standard format to an MP letter.

You can find your MP by going to this link and using your Postal Code (address in Canada): http://www.parl.gc.ca/parlinfo/compilations/houseofcommons/memberbypostalcode.aspx?Menu=HOC

If you are not a resident of Canada, then your spouse can send the inquiry.
You write them an email explaining your situation and ask them to inquire about your PR application with CIC.

U can phone or email (phone # & E-MAIL you will find in search result) please note MP don't meet any applicant directly , there office person will talk to you not MP.

When you meet Carry printout of your GCMS. (Or carry Laptop and showed soft copy to MP case worker). also Carry few supporting document which you find form GCMS ex.
