Yes,

But CIC sends you an email stating that they have received your application for sponsoring a family member on so and so date.
That is the date we consider as Applicant Received.

Then only does the process of Sponsorship Approval etc etc starts.

Finally the wait is over. Got PPR email today. Alhamdullilah..!!
