We tried doing it with sign in partners..
it shows found the application but cant link coz it associates with representative..
we sign in with sign in partners may be if we Sign with GC Key does it make difference??

I have linked it with GC Key Only.
So, this makes difference-Sign-in-partner and GC Key.

I am also March 23 applicant, I got additional document request and sent to NDVO on August 28, since then no update on my file! we also request for GCM note on Sept 2nd and still waiting for the note. However, we did apply for TRV online yesterday and hope and pray we get a positive response soon... Thanks.

Thank you so much for the info..
i will create GC Key account today & try to link it..
one more question ..thr's no harm to link it if u hv agent right??
all your future correspondence will received by representative only right..

Too many questions and arguments regarding linking an application when u have a representative. Dont believe me read what cic says below ty
Why was I locked out when I tried to link my application?
There could be a few reasons why you were unable to link your application.

You entered information that is different from what you submitted on your application

The information you enter to link your application must match what you had on your application when you submitted it. If you updated information after you submitted your application, enter the most recent information we would have on file.

You can try to link an application five times. If you are unsuccessful after five attempts, you will be locked out for 24 hours.

An immigration representative is handling your file.

If you have hired a representative, only the representative can access the application status through the Authorized Paid Representatives Portal. You must remove the representative from your file to link your application.

Upload the Use of a Representative (IMM 5476) form to your account, with “cancelling the appointment of a representative” selected on the form. Once we check the form, you will be able to access information about your application.

If you need to update your representative information, see: If I change my representative, do I have to tell Immigration, Refugees and Citizenship Canada (IRCC)?

Our system could be down.

It's discrimination
It's somekind of ill treatment of 2015 applicants

Agreed and I would like to know why my case is not straight forward and they missed my file and moved to March and April .I have genuine marriage and provided all the proofs with my application .SO why I am waiting and March ,April people are getting PPR ? >:( >:( >:( >:(

Its not about straight forward cases....don't know about their exact criteria...how they are picking the files...I am Jan 2016 applicant....straight forward case....didn't heard anything back after AOR2.....I applied for TRV online in August last and got it approved in 7 days...no one exactly knows about their criteria
