Question 1. It may slow your PR process, since background check may show that he's not in the country at the moment but not by any substantical amount of time. but I suspect that since you have applied in APRIL and they are working on APRIL/MAY files at the moment he may get PPR for Spousal Visa even before he leaves India. I would recommend that you wait till first week of next year to travel, tickets are way cheaper plus he will be more likely to be travelling with PR VISA.
