I think what is hurting people here is lack of transparency and commitment from CIC, not the wait itself. I bet if CIC told applicants we would need "X" number of days to finalize your application (be it 10,100 or 200) people would keep themselves busy, try not to worry about it for "X" number of days (the whole 15 month timeline is just a facade to not be answerable to anybody before the timeline), on the contrary, random files are being processed in no order whatsoever, March applicants have DM while Jan applicants are still in the status of "AR/MR/IP". Agreed, that every case is unique to a certain degree, the thing that I can't fathom is the number of files sitting in the status of "IP", doesn't the status "IP" mean the preliminary checks (security etc), eligibility are all done and the case processing worker has cleared it to move to the next stage (which is to make a final decision)?, if so, it doesn't make any sense at all, people have been in the status of "IP" for months, why are these applications just sitting on the back burner? If its not the case, just stop updating the status to "IP" for reasons which are beyond human comprehension.
I hope they understand giving a false hope, is worse than giving nothing. As long as they don't have a standard operating procedure and a higher authority to be accountable to, I am afraid, things aren't going to change. If you get your visa its your lucky year, if you don't, its life as usual at CIC.
