The rule is only Canadian citizens living outside Canada can sponsor their spouse. A PR sponsor must stay in Canada for the entire duration of the application.

Now whether the rule is followed 100%, thats the question. That will probably depend on if CIC comes to know that the sponsor is living outside Canada and on the visa officer looking on the file. The examples you mentioned were in Canada uptil SA and left after that. May be CIC didn't come to know about sponsor's travel or the visa officer was kind enough not to take action. That's why I mentioned CIC
can refuse the application. There is a high risk. Btw, I too have a friend whose spouse's application was refused because he was not living in Canada.
But if the PR sponsor is not in Canada for months, the visa officer, by rule,
can for sure cancel the application.
