I am a canadian citizen and I have filed for my husband's spousal sponsorship. The file is currently in New Delhi but we have received a letter stating this:

Submission of police clearance certificates for time spent in any country for a period
of 6 months or more, if not already submitted.

Does this mean police clearance also for canada as he has lived in canada for 3 years but he is now in India waiting for the Visa

Yes Bella, he will need to submit PCC for Canada too. He need to submit PCC for all the countries where he lived more than 6 months.

Can anybody tell major differences between PR issued before October 2012 and the temporary PR issued currently

VERY SIMPLE: IF YOU GET DIVORCED WITHIN TWO YEARS FROM THAT DATE OF PR ,CANADIAN GOVT WILL FORFEIT YOUR PR AND AND YOU WILL BE ON WAY BACK TO YOUR HOME COUNTRY SUBJECT TO SOME CONDITIONS. TEMPORARY IS ACTUALLY LIMITED TO TWO YEARS THAT YOU NEED TO BE WITH YOUR LEGAL SPOUSE WHAT SO EVER HAPPEN BETWEEN YOU TWO.. IT IS A FORCE LEGAL ACTION TO DISCOURAGE FAKE MARRIAGES..
