That's right, as a PR, you can travel but only for short periods of time. As others mentioned, a PR must be residing in Canada for the duration of the spouse's application. There was a recent case in one of the other forums (Pakistani one maybe?) similar to this. The sponsor was a PR who wanted to wait with his wife while her application was processed and they fully intended to return to Canada when the visa was issued, but when CIC found out, their application was denied on the basis that the husband didn't meet the legal definition of a sponsor. The rule about residency is clear but they were either unaware or didn't understand it fully.
Even if you were a Cdn citizen and thus allowed to wait with your spouse outside Canada while the application was being processed, CIC would want a clear demonstration that you intend to move back to Canada as soon as the visa is issued. So no free ride for Cdns either.
Since you're a PR, when you finally return to Canada, you'll have to show your PR card and at that time CIC/CBSA could put two and two together about you being out of the country for so many months during your spouse's visa application processing. This can definitely cause trouble for you upon your return. Wish I could suggest a solution but don't think there is one...
