The only issue is your application might be returned based on the new fee posted on the website today. As of today all of the new applications will be assessed based on the new fees ($400).

I don't think this will be a reason to return the application. I paid online on January 28
 
Effective February 6, 2014, the processing fee for adult grant (including adult adoption) and adult resumption applications has increased. Applications received on or after February 6, 2014 that do not include the correct processing fee will be returned.

Applications that were returned before February 6, 2014 because of missing information and/or documents and then received by CIC on or after February 6, 2014 will require the new processing fee ($300) plus the right of citizenship fee ($100) for a total of $400. If the application was submitted for concurrent processing with a family member and one of the applications is incomplete, the entire package is returned. Only the incomplete application will be subject to the fee increase.

They should have said all the applications mailed after Feb 6 will be considered on the new fees rather than the one received on Feb 6. It did not make sense to me.
 
No Canada post delivered it today 6 February. I paid the fees on January 28 online

What a bad luck.
Now I will have to wait for them to open my file, Find the old fees are being paid, Mail me back the file, Me paying the new fees and sending it back to them.
They should have stated that fees paid after or on 6 of February rather than a received date that we have nothing to do with.

Yes , This is in current proposal , Just a hope that this bill should not pass as it is.......
Goverment may change some clause --who know :)
