Note: Any period of employment during which the applicant was engaged in full-time study will not be included in calculating the period of qualifying work experience (e.g., work experience gained through co-op work permits,
off-campus work permits while a full-time student, and on-campus work permits).
The key being a full time student while on off-campus work permit. Again, this is a grey area but it's worth a shot because technically while making a transition from off campus to pgwp, you are no longer a full time student (
key being, no longer a full time student).
For a student who had graduated from a Canadian post-secondary institution, only work experience gained after graduation will count towards meeting the work experience requirement (e.g., post-graduate work permit). Here the pgwp is merely an example.
And it also clears up work experience gained on implied status: Note: Work experience acquired while under implied status will be considered as eligible work experience under the CEC, provided the applicant continued to work in Canada under the same conditions as their original work permit until a decision was made on their application for a work permit extension.
We should also see an updated backgrounder or instructions for BOWP because that too has changed in the manual.

Here's an interesting part:
That, now, excludes experience gained on off- or on-campus work permits after graduation before getting the PGWP.
