NEW CEC effective from?

Hi,
I am planning to apply PR under CEC category by this week!!!
When will be the new eligibility criteria will take effective, like one year experience eligibility.

As per the last news update released by CIC, the new rules of 12 months requirement is wef 02 Jan 2013.

Still they need 2 years experience (Source: CIC website).

Do I have to wait till they do the change in this page or I can proceed from jan 02, 2013?

Today is a non working day so you cannot expect the changes to be on the portal right away. Positively, expect an update tomorrow.
