New CEC 2013 confusing points

Hi everyone,
I worked in Canada from January 2010 to August 2011 full time in a NOC A catagory. However, I left the job in August 2011 and went back to my home country.

If I want to apply for CEC now, according to the new rule I am eligible as I have more than 12 months of work experience in the past 3 years. However, in another point it mentions apply within one year of leaving your job .

It seems that eligibility criteria listed in CIC website for CEC application point 2 and point 5 are contradictory.

Just wondering, Can I still apply as I have more than one year experience in the past three years (although point5 says i must apply within one year of leaving the job)?

As per my understanding, both the riders will be applicable in arriving at the experience criteria. It is not the case of 'either'.

12 months of work exp. in the past 3 years -> 'anyone who has accumulated 12 months of exp. straight or with breaks in between over a period of 3 years'. Ex- 3 months work-2 months break-7 months work-2 months break-4 months work.

But then, there should not be a gap of more than 12 months from the date of leaving your last job with that of filing CEC.

I have worked in canada for following duration.

July 2010 - DEC 2010 ( 6 months)
JUne 2012 - DEC 2012 ( 7 months) and currently working in canada

I have accumulated 13 months of exp in last 30 months( within 3 years) ,but I was working in another country for 17 months inbetween my work exp in canada. Will I be eligible to apply under CEC? I am confused with following line.

•apply while working in Canada or within one year of leaving your job in Canada

Hi All,

Happy New Year!

I am an international MSc student currently working as a Graduate Research Assistant at the University where I am registered as a full time student. The University pays me as an employee with the only difference that I hold a study permit instead of a work permit, but I have got my T4 split from them and my advisor is willing to give me a reference letter as requested by CIC. I have been one year working 35 hrs/week as a Graduate Research Assistant. My question is:

1-Am I eligible to apply under CEC as a worker?

The new checklist document says that Applicants who are authorized to work in Canada without a work permit are eligible to apply under the CEC, but must provide documentation of their legal status (eg. visitor record).

2-Can I assume Study Permit as well?
