yes i am sure they don't know what to do... in long run they have to fix again.... and also i think if any new applicant comes as after 1000 application they will push it for next year, if they do reject them you know how much money they have to sent back,they create double work for themselfs. what do you think?

Another thing that they could possibly do is once they are close to reaching the caps for each category - say 800 out of 1000, they may make an announcement saying that the category closed for the year, reject any new applications, and ask people to wait another year to apply. They could quite possibly do that to save time or paperwork.

When they receive No. 1001 then it will be sent back and be told to apply after Next July 1.

Lots of grey areas here.
They say the cap is @ 1000 per NOC type.
29 NOC types are identified and yet the overall cap is said to be at 20,000 and not 29000.
Does that give the VO a special discretionary authority?
In that case can s/he go to any level per NOC below the 1000 mark? ( I felt its got to be 20,000 divided by 29 = <1000)
Also does it mean only a max of 29,000 immigrant families across the world would make it to Canada every year under the FSW category.
How will each consulate distribute the load? Or will Sydney be the gatekeeper?
Maybe I am reading too much into this or maybe I got it entirely wrong ::)

if they do this way our IELTS will be expire and we have to do it again for next run,this way it is no any guranty our application will be receive on time to not going to expire our IELTS. it looks first come serve first.... in short period. :(

It means only 20000 families would make it to Canada under FSW1. Sydney will be the gatekeeper. It is 1000 for a reason. If they did not have that limit, then you may get certain NOCs getting 19000 visas while the rest get only 1000. They then restricted each NOC to a maximum of 1000 so the high demand ones will get 1000 while the low demand ones will be less than 1000.

So basically in order to meet the quota, you will have to ensure that you prepare your application and send it to Sydney the last week of June because the quota may fill up within days or even hours- like the US H1B

Rocky - it could mean that they will stop the eligibility check at the visa office (even though they haven't mentioned it). This might reduce time by a LOT.
Both IELTS and police certificates/clearances to the CIO as part of the application process. I presume the above means it is true for all documentation.
Maaties - as I read it, you're correct. The Backgrounder at states they have eliminated the simplified application and ALL documents now need to be submitted to the CIO from the very beginning for processing with the initial application (see Q9 at http://www.cic.gc.ca/english/department/media/backgrounders/2010/2010-06-26c.asp).

In other words, the 120 days to submit documents to the visa office after CIO approval have been eliminated from the process. Good news is that this means timeline should go faster; bad news is that all documents need to be ready before initial submission (including language test for EVERYONE now, PCCs, etc.)
