New Canadian Citizens travel to India

How are new citizens dealing with the situation of visas not being granted. I am sure there are many people who would need to travel.
Has anyone explored the idea of travelling on the Indian passport? Apparently, one can but it attracts a fine at the time of passport surrender.

I did try but could not find anything. But I am now guessing that there is something. My apologies in that case. Can you point me to that thread please?
