New Atlantic Immigration Program, when to get endorsements?

Hello,
so the current pilot ended on december 31st and you cant receive any endorsements.
As of March 6th the new program will launch.

My question is does my employer have to wait until March 6 to try to get an endorsement for me to apply? or can they apply for endorsement beforehand?
