I think it's bit premature to say something on it. As per new changes, in order to claim points for education, now you will be required to get your educational credentials evaluated by CIC designated organizations (names yet to be declared) and I am sure that now it would be these organizations who will guide you how to submit the credentials. May not necessarily ask to submit the transcripts in sealed envelops as when I got my degree evaluated from CCPE couple of years back, they never asked for any sealed envelop. It was just notorized copies of my degree and transcripts, with some fee offcourse. So bottom line is just wait till the names of these designated organizations are declared and then see what instructions do they have for the new applicants who want to get their credentials evaluated.
