New Application for CIT-0002 issue

Hi All Happy Thanksgiving Day CAnada!


I have a concern, I tried to click on the CIT 0002 form but cant open it. i tried it super couple of times but really cant. Even at my friends. But 2 of them told me that they can open it. I have the Mac book pro. version 10.12.6. And already tried to download the Adobe that the cic website says.. this is what shows everytime I click the form:

What do you mean 3/5 rule?
I think the forms were updated August 2017 .
The October 11 is the effectivity of the new rules and not for the forms I believe.
