Never applied for Travel Document if you do not meet Residency Requirement

I have made a big blunder. Did not go through relevant provision of Resudency Requirement.I actually is only 60 days short of Residency Requirement condidring my Canadian Citizen spouse living with me in ouside Canada. Bit I applied for Travel Document and now in a thick soup as I have been denied thr Travel Document. If I could apply two months later I would have granted the Travel Document and retain the PR.
