hi all My application has been refused and I applied for study permit for esl program then after higher studies . VO stated that he is not satisfied with my language liabilities, and also said that I have not enough bal for study they said without working you cannt paid you tuition fees here. But I have sownn 86,000 Canadian dolor and I am applying with my spouse too with TRV so he can earn while my studies and I have not much good in English that's way I am applying for esl program .
Now I want to reapply can anyone please guide me how can i write a letter to VO regarding all.

You should be posting in the International Students section of the forum.

Generally speaking, it's difficult to get a study permit approved if you need to take an ESL program before you can be admitted to the higher studies program. It would be better if you improved your English skills in your home country and then got admitted to the higher studies program directly.

How did you show the $86K and what was the source of those funds?

My studies is in public/government school so i need to improve my english with ESL program I think it help me to much familiar with them and that amt was from we (my in-law's) recently sell a property equivalent to that much amount,
plz help me what should I respond to demonstrate funds did i have to send a copy of sell agreement or else and english language for my future studies .
