  1. The decision is set aside and the matter referred back for redetermination by a different decision-maker in conformity with these reasons.

Yes - if this is for the Pre-Removal Risk Assessment (PRRA) the negative PRRA decision wasn't seen as conforming to a standard acceptable by the Federal Court of Canada and the case is being returned to a different PRRA decision-maker for another review.

No question to certify means that there is no serious legal matter within the PRRA decision that could warrant a review by a higher level of the Court - the Federal Court of Appeal.

That's not possible for me to know, but you should be able to update your application by sending in any new materials that you might have that haven't been provided earlier. Do you have a Humanitarian and Compassionate grounds application in too? You must have a lawyer - one who won at the Federal Court, so consult with him or her and see what more you can do to help yourself.
