Need your help on Police Certificate

Hi

I am applying OWP and got an request letter from CIC.
They ask me to provide police certificate within 30 days from each country where the residence period has been six months or longer.

I am currently in China and I has been stayed in Thailand for 10 months in 2011.
It's almost impossible for me to go to Thailand in person and got this police certificate within 30 days.
Because I need apply the VISA and Thailand Police Office will process it about 14 working days.
There is another way for me is to delivery my fingerprint sample to Thailand.
But Chinese Police Office refuse to collect my fingerprint

Do you know is it possible for me to write a letter to CIC and explain I can't provide Thailand Police Certificate???
Will CIC reject my OWP since I can't provide Thailand Police Certificate??

You can get your fingerprints done at the Thai embassy or Consulate.

If it's going to take more than 30 days, you can send proof that you have applied (receipt, copy of request) to CIC. As soon as you receive the certificate send it in.

I also contact Thailand embassy and consulate in China.
Both of them refuse to process it and ask me to do it in China police office......
While China police office refused too.
They are kicking the ball...

You should contact CIC ASAP, tell them this and ask for instructions
