Your post is difficult to understand.

It sounds like to want to immigrate to Canada. Do you already have either Canadian citizenship or permanent residency? (I don't understand what this means: "i have residence card of a famliy member of union citizen".)

If you do not have Canadian citizenship or permanent residency, then you would need to apply for permanent residency using one of the processes in the link below:

Even if you have resident card you still require visitor visa (TRV) to visit Canada.

I am a permanent resident of EU. I still need a visa to visit Canada.
You need to apply either online or send your application to Canadian Embassy in Rome.

jaggigr2, you need a visa to come to Canada because it is based on your citizenship and not PR in any country (except USA ).
