Need urgent suggestions from experts for FSW 2014

Hello Experts,

I am new to here and requesting experts to clarify my doubts.

I am looking for canada PR, my profile matches the 67 points criteria, and I belong to 2173 NOC, I have been hearing this NOC code is the first filling one, As of now i didn't take IELTS and planning to take on june 21st 2014.

I afraid that i can't be in cap limit as i'm starting from scratch.

Experts, kindly let me know whether i should move ahead or drop for this year.

You give quick IELTS and get min 6 band each
till than you keep you all documents required for application ready with you
once you clear IELTS and at that time check your NOC status and decide to apply or not
as this time 1000 limit is there you may come within cap

nothing to loose in this only IELTS cost which will be useful to you for 2 year so even next time also
