Need Urgent response

I applied for EE-CEC class and got the AOR letter 50 days ago. Unfortunately, I received a message from CIC mentioning that "your application was cancelled for being incomplete. Specifically, your application does not include the following elements: - Language test results"
I was shocked because I put all the information regarding the IELTS certificate including TRF#, test date, results date, and scores accurately and correctly. Also, it has not been expired. I double-checked the information in my eApplication and they were no mistake.
I called CIC and the officer said that there might be an error regarding your test results, but; he talked to me so crazy and did not have any idea about the possible error. I do not know what should I do and what is the error? Why the application has been cancelled? could it be a result of not uploading a copy of my IELTS? (there is no specific TAB/LOCATION to do so) whether it could be a system error/mistake caused by IRCC? and if I get back to the pool, what I am expected to do because I believe that everything is currently correct.

in my opiniion, i would say its because you did not attach the document to your application. That is what the client information section can be used for (all other documents that you think is necessary towards the application)
remember, for every point claimed, you should have a document to proof it and that would be you uploading the copy of the actual test result.

Tnx for your response. This is the only possible reason comes in my mind as well. However, I knew at least 4 persons who applied sooner than me for CEC and their files are currently under processing. None of them uploaded a copy of IELTS and they have had no problem. Furthermore, The IELTS certificate is not within the necessary documents list of IRCC, as mentioned in the website.
Anyways, if I apply again, I will definitely attach a copy of IELTS.

This is why i recommend people attach the TRF under certificates.

What you can do is send a webform with the TRF attached and ask for reconsideration.

It's a bit inconsistent, many people don't upload it and just provide the details and there's no issue, and then sometimes people have this issue where they refuse the application because a scan of the TRF hasn't been provided.

So, You think the issue is not providing the scan of TRF? I wanted to send a webform with the TRF attached. however, it is 2 days that the attachment section of webform does not work. hence I simply sent a webform and explained everything in details.

If you've verified that the reference for your test report form is correct, then it's the only reason.

Usually what they do is input your reference into the IELTS database, and your results and information will be drawn up and they crosscheck it with what you've claimed in your application. If everything checks out then they confirm the points you get for your language test results.

If that all happened and they still rejected your application as incomplete, then the only reason is that you didn't upload the results.

But i'll be honest, i feel if it's not included in your document checklist, they shouldn't reject your application based on that. But it has happened in the past.

Keep trying to see when the webform works properly, once it does upload the TRF and submit it.

But if nothing, re-enter the pool.

I see, I knew that it has happened in the past, however I heard that the issue was resolved and todays, there is no such reason for rejection. The only concern remain is, in your opinion, is it possible the TRF# I have is wrong? I mean, is it possible the Cambridge IELTS issued me a certificate with a wrong TRF#? is there anyway to evaluate the TRF number?

I doubt they issued you the wrong number, as long as it corresponds with your reference on your test report form it should be correct. But you can double check it with the provider (British Council or IDP), and see if it's right. It should be however.

I sent a webform yesterday morning; however, I do not know whether this update is a response to my webform as webforms take 2-5 business days to be proceed. The status of my application has not been updated and it is still "cancelled as incomplete"; but, I got the above letter and I hope the status is updated as well.

Hi, have you got any updates? I also didn't upload my IELTS report and I thought giving them the result number would be enough. I wonder if I should try the webform before I get cancelled. Thanks

There is no issue to be worried about. The TRF number and scores worked for me. All the issues were for a systematic error of the website as it assigned my file to the wrong UCI number. I got my PR six months ago.
