I am facing difficulty to fill form imm1294. Kindly guide me what to write in tuition fee, room and board and other? My diploma programme tuition fee is CAD 31000 (full)

Tuition should be full tuition amount, that is 31000 in your case. Room & board should be 11,000 for Quebec and 10,000 for other provinces and territories. This the amount that Canadian govt requires you to have for living expenses. Others you can leave it blank.
But I have heard that in tuition fee column, we have to write only the fee for 1st year and if i have gic certificate so i have to write in funds available column CAD 10,000 as well? So technically room and board, and funds available have the same amount in each column?
Not sure about that, I am doing a 1 year course so I put the entire tuition. I put 10,000 for room and board and left the others blank. Funds available(this includes GIC) should be at least the same as what you have put for tuition + room and board.
When they ask for financial proof, they ask for entire tuition, not only first year, this is what I am logically assuming that you put the entire tuition there. If you don't have the full tuition amount, then they might not approve your study permit due to lack of funds.
