Need urgent help : How to get a Canadian phone number from outside of Canada?

It's been three months since my landing and I am trying to call CIC to know where my PR card is. But they allow only calls made from Canada.

Is there a way I could get a Canadian number for outgoing calls?

Any help would be highly appreciated! I am feeling really nervous now, since my employer in Canada is waiting for me to get my PR card and join them.

Purchase the "MAGIC JACK" it has a Canadian number. I have mine.
