Your success rate is solely dependent upon your profile.
Agents/representatives does not matter too much, its all about presentation of your profile. If you can present your case well (as agent/rep does), you can get your visa without representative.
Moreover, both applications (with and without representative) are handled in a same manner, by ircc.
Ircc does not encourage the use of representative for the sake of high success rate.
