Need SOP, 15 backlogs, Visa Rejected

Hi,

i have applied visa and got rejection with following reason

Your proposed studies are not reasonable in light of one or more of the following : your qualifications, previous studies, employment, level of establishment, other educational opportunities available in India or Canada, language abilities, or your future prospects and plans.

my details are
10th 54%
12th 56%
BCA 66% with 15 backlogs 2006 - 2011
IELTS: 6.5 wth no band less than 5.5
Work Experience in IT Companies from 2006 till now
IT Certifications: 4
Bank Loan: OK
Funds: Ok

i am re-applying for visa and need Strong SOP so i can get visa.
plz help me how to craft such a strong SOP.
also Guide What else i Require to get Visa.
