scylla is right. There is a dedicated forum for PNP and there are more members there that can provide you with more effective answers. Posting your question in the right forum will also help other members of that forum.

Try waiting more than 8 minutes and try not calling everyone "rude" for not responding to you in 8 minutes.

hang in there, you'll get your answer. and if not, then let your friend check the immigration manitoba website
himself, as he's working in an internet cafe and has access to the internet, and maybe call or email them
with his question. Like I said, this is a dedicated Canadian Experience Class forum, hence enough knowledge when
it comes to CEC but not PNP.
