I got admission in memorial university without Ielts, Should I file visa without ielts, will it effect decision regarding visa? Thanks in advance

IELTS is not a visa requirement! It is a university requirement. If your University/College gave you admission without IELTS as a requirement then there is no need to show IELTS to visa officer. ur partially wrong ...it depends on the country ur applying from. For India IELTS is a requirement with visa for pakistan it is not. -IELTS can be waived if you studied at an institution which used English as its first language.
-IELTS can be waived if you attained a renowned degree in English language like GCE O level or A level English.
I gave English in both A and O level so I am waived IELTS all over the world

If you see the IMM5483E(Checklist), it doesn't mention anything about English language proficiency proofs, but also says any documents required by VO:

Now, as the university you attended in India is in the approved list of Memorial and hence has provided you an exempt status. You may proceed with your application without IELTS/TOEFL, but its recommended to attach a English language proof, though its not mandate.
Under SPP it clearly says IELTS, so there is no doubt about it but Memorial is not under SPP.

If I were you, I would save 100 bucks and apply without IELTS.(this is my personal opinion and view)
