Yes, he can show his parents support him. He can show CIC you're helping too, although I'm pretty sure CIC will realize you're special friends if that happens (and they don't suspect already).

By chance, would he have anything awaiting his return in Serbia, such as schooling or a job? Having that waiting on him to come back would be helpful.

Usually, people with successful visitor visas have significant ties to their home country (property, owning a business, etc) and more than enough money for the trip. It's rather difficult to get a visitor visa into Canada because in the past, there has been a lot of fraud.

He has university, and he can provide a letter from his professor that he doesn't have to attend classes from September to January, when he has his finals. That's a tie, right?
He's going full time to the university so he doesn't work or have any properties (he's 23).
No, we wouldn't mention me at all.
So basically the only probable solution would be for him to ask to come for 2-3 months and show 4-6 grand and apply for extension from here. We would book his flight and an apartment before submitting and not mention me at all. I guess that's the only way... I mean, the whole point is to be together so we can apply successfully for his PR later (and to be with him, of course!), but I just got a job I've been trying to find for a long time and Serbia is quite poor country, he wouldn't be able to show that he can finance the trip even if he would get a job there. The average salary there is about 500 dollars/month...

The good news is a refused visitor visa can still be used as proof in the PR application. It shows he tried to visit you - that he wanted to visit you. It will show a legacy of a continuing relationship. (Although he would need to list you on the application.)

Get a hotel for a few days and cancel as soon as he gets to Canada. He'll have to pay for 1-2 nights or a free, but cheaper than months, right? Or do the same with a room rental. (Don't wire anyone money!) Then he can go stay with you. He could rent a room for $100-200 a week.

As far as the PR application goes, if he can't come to Canada, it would be best if you visit him or you vacation together in a country you both can get a visa to visit.

If you decide to apply, I would definitely include the information from his schooling. Someone would have to be crazy to miss their finals! (Although I'm sure some people would in the right circumstance. Insane!)

Thank you. Just one more question- when he applies for 2 months does he get two months or? I was told a visitor visa is for up to 6 months and no matter if he says 2 or 6 months he will get a up to 6 months visa. False?

It all depends on the VO. A visitor's visa can be issued for as little as one day if needed. If he wants two months, chances are he won't get six . People that get six without asking usually have significant ties to their home country.

IMHO University on its own given the rest of his profile is not a strong enough tie. What's to stop him giving up on his course..he has nothing to loose right? As for the parents he can also decide not to return he doesn't have to look after them so no incentive. The VO will be asking why is this young man or (his parents) spending 4000 -6000 dollars on a trip to Canada given the average income levels in Serbia which you quote as 500 dollars/ month? Why is he really going to Canada? Why not somewhere in Europe? What are his plans in Canada? Who is in Canada tha he is going to see and will be maintaining him behind the scene? Why province A or B etc? What is he doing there? He will get interviewed and he will likely get busted. The VOs do this for a living and will see the red flags.

Note that refused visitor visas are often used by CIC in spousal appeal proceedings as proof that the applicant was trying to get to Canada and failed so is trying the PR route instead - this under the good faith section of the IRPA (Immigration Act). You can as amikety says flip this and say you were trying to be together.

You won't know till you apply really. If succesful upon application he may get the requested days or less than the requested days. If he does get say a month the CBSA agent at the airport can reduce this and include a record setting conditions e.g. no schooling, no visa/status extension and a requirement to report to CBSA on his departure day as proof that he is leaving Canada.
