Need some help about my fiance's comming to Canada

My fiance is from Europe and he needs a Visa to get here. We are planning on getting married next year, so we wanted to spend some time here together (BC). We are going to apply for permanent residency for him (I am going to get my citizenship in about a year) and we don't want to risk him being refused because we haven't lived together yet, we are yet to open joint banking account etc. The issue also is that I just got a nice job so there are no savings or previous earnings to show. So few options came to our minds:
1) To get him a tourist visa for a month without mentioning me- so we can skip looking at my finances and he can show them considerably small amount and hope to get a 6 months visa and if we do get a longer permit we can just change his ticket so he can stay longer (we are supposed to show returning ticket, right?), but how much would he have to wait before applying again? We can't ask for extension while he's here because we won't begin the permanent resident process until about a year and a half from now.
2) Wait until we can get enough money to get him here for 6 months?

So what do you think? We ae just super scared we would do something stupid and ruin our chances. And if he says he only wants to go there for one month, how long will his Visa be for?

I'll play the role of the visa officer and if you are ok with answering below I'll give you a good idea of his chances:

1. Which country in Europe?
2. Does he have a job there?
3. How long in this job?
4. How much does he earn just give a range e.g.+20K (CDN funds) per year
5. Does he have a mortgage, lease, land, assets etc back home.
6. What family does he have at home?

1. IMHO he will not get a visitor visa so you will be wasting your money applying. He has no ties to compel him to return to Serbia. If you were the visa officer would you give him a visa or would you be thinking 'this person ain't coming back' - he has no job, no spouse/ kids, no money to fund a flight and expenses in Canada etc.

2. I suggest you visit him until he has a job or you sponsor his spousal application. If you come into the picture as sponsor for a visit then not only does he have no ties to Serbia but he has a tie to Canada..his situation just got worse!

3. To sponsor him you must not be on welfare, bankrupt or have serious criminal convictions. This is your only 'realistic' option for him to enter Canada.

Don't let me discourage you though it's your call.

Thank you. Can you tell me how would it work if he would apply for visitor visa like a tourist, without a fiance in the picture, with university tying him to Serbia? Right now we can finance his flight and 2-3 grand on top of that, so do you think it's possible for him to ask for a tourist visa for a month and then possibly stay longer? I mean, if he says he will stay here for a month, is he getting the visa for just a month or is it for up to 6 months?

i think he should ask for 1mnth visit visa of single entry...he is not getting the visa of 6 mnths if he ask only for a month but it is the possibilty that he will stay for three mnths maximum...his tie to serbia definitely his family and his university whre he is studying show the vo that i have a semister exam after two mnths so that i will be definitely cum back after two mnths or whatever ....show the funds in acccount as much as he can for granted the visitor visa.....i hope it will help

That's a lot. But what if he's staying with me, 'his friend'? How much would he need then? He IS going to stay with me, of course!

That's exactly what I was going to say. CIC looks at worst case scenerios - he'll need a minimum just in case of an emergency.

1) It will be practically impossible because he doesn't have an income

2) The best answer is maybe. It depends on the indivdual VO that processes the PR. A lot people put "friend" because they're scared the visitor visa will be rejected if they put boy/girlfriend. (It's usually rejected anyway! CIC knows this trick.) Either the VO will be compassionate and understand or s/he will a stickler for the rules and list it as 'misrepresentation.' I have heard of cases of people doing it and having no problems. I haven't heard of it causing problems - but it is possible.

1) I do have an income (well, in two weeks I will), can't he show that on his bank account like his parents supported him? We can save up more money until then to show them.
2) I'm hoping not- I mean, we are planning on applying for PR in about 18 months and we would like to get him in 2-3 months from now, so it's not going to be 'right after'..
