I have 8 month experience as a restaurant supervisor and 8 month experience as a restaurant manager. Is it fine if I apply for express entree now or I have to wait until I complete one year experience in one NOC code

If your work experience is in Canada, then you can combine different NOCs to meet the one year requirement.
