I'm an April applicant and I've got my BOWP in May. Would it be faster to apply for my spouse OWP while she is not with me in Canada and have her and my kids with me this way or should I wait for my application to be processed first?

A primary criteria for Work Permit is that a person has to leave the country after the work permit expires. This is the same for study permit. Now, application for permanent residence implies that you want to live in Canada permanently. I recommend apply for the BOWP from outland for your spouse, and see what happens.
