You cannot sponsor him through family class unfortunately.
If he qualifies, he can apply as an economic immigrant through an immigration program like Express Entry. This requires work experience, taking a language test, having your education officially assessed and more. Details here: http://www.cic.gc.ca/english/immigrate/index.asp
If he wants to apply as a refugee, he would either need to get a TRV to Canada and claim asylum once here - or move out of Iraq to a different country and be recognized there by UNHCR as a refugee and selected for resettlement in Canada.
A TRV is a tourist visa. It can take anywhere from a few days to several months for a TRV to be approved.
In order to be approved, the person applying has to demonstrate strong ties to their home country (e.g. job, property, assets) and prove they have no plans on remaining in Canada long term. They must also demonstrate that they have sufficient funds to pay for their visit to Canada.
Being in Canada on a TRV doesn't give you any real advantages in applying for PR if that's what you mean.
You should assume it will be very difficult for him to get a TRV approved unless he has strong ties to his home country and significant previous travel to countries requiring visas (like the US and UK).
Best option would be to apply through one of Canada's economic immigration program (like Express Entry) if he qualifies. He or you will need to research how to apply through the link I provided above.
